  1. Law enacted by a legislative body or the act of making or enacting laws (WHO 2006).
  2. Primary legislation is the law making legislation which is also known as enabling legislation and can be found in the form of an act, a statute or a bill.
  3. Subordinate legislation is legislation which is subordinate to the primary law making legislation. It cannot make laws or change acts, statutes or bills (World Plumbing Council Working Group 2008).

Explanation

Primary legislation is also known as enabling legislation and normally puts in place the broad principles, or the intent of a government. It can, but may not wish to deal with all the detail of complex legislative requirements. Primary legislation can transfer the day to day issues of management and enforcement of the legislative intent to others. In the EU the founding treaties are the highest law making legislative tool.

Subordinate legislation is legislation which is subordinate to the primary legislation and must reflect the intent of its laws, rules and conditions. It is a secondary piece of legislation, most likely dealing with the finer details or, in the case of plumbing regulation dealing with the day to day management, enforcement and technical provisions (World Plumbing Council Working Group 2008).

Example

Primary legislation is law and the responsibility of the government members. It can be referred to as the head of power. Subordinate legislation is a collective term for statutory rules, regulations, ordinances, by-laws and functional rules (World Plumbing Council Working Group 2008).
