Explanation
Neither the minimum safe practices nor the numeric guideline values are mandatory limits. In order to define such limits, it is necessary to consider the guidelines in the context of local or national environmental, social, economic and cultural conditions (WHO 2006).
Example
WHO water-related guidelines are based on scientific consensus and best available evidence and are developed through broad participation. These guidelines strive to maximize overall public health benefits and the beneficial use of scarce resources.
The Guidelines for Drinking-water Quality are intended to support the development and implementation of risk management strategies that will ensure the safety of drinking-water supplies through the control of hazardous constituents of water. These strategies may include national or regional standards developed from the scientific basis provided in the Guidelines for Drinking-water Quality.
The Guidelines for the safe use of wastewater, excreta and greywater address policy and regulatory aspects of wastewater use in agriculture, wastewater and excreta use in aquaculture and excreta and greywater use in agriculture.
