==Explanation==&lt;br /&gt;
Primary legislation is also known as enabling legislation and normally puts in place the&lt;br /&gt;
broad principles, or the intent of a government. It can, but may not wish to deal with all the&lt;br /&gt;
detail of complex legislative requirements. Primary legislation can transfer the day to day&lt;br /&gt;
issues of management and enforcement of the legislative intent to others. In the EU the&lt;br /&gt;
founding treaties are the highest law making legislative tool.&lt;br /&gt;
&lt;br /&gt;
Subordinate legislation is legislation which is subordinate to the primary legislation and&lt;br /&gt;
must reflect the intent of its laws, rules and conditions. It is a secondary piece of&lt;br /&gt;
legislation, most likely dealing with the finer details or, in the case of plumbing regulation&lt;br /&gt;
dealing with the day to day management, enforcement and technical provisions (World&lt;br /&gt;
Plumbing Council Working Group 2008).&lt;br /&gt;

Primary legislation is law and the responsibility of the government members. It can be&lt;br /&gt;
referred to as the head of power. Subordinate legislation is a collective term for statutory&lt;br /&gt;
rules, regulations, ordinances, by-laws and functional rules (World Plumbing Council&lt;br /&gt;
Working Group 2008).&lt;br /&gt;
